No Dear its not necessary you can get directly MCITP without MCSE.

No need of MCSE for pursuing MCITP Certification,
You can directly try for MCITP, it has two MCITP Enterprise administrator or Server administrator
MCITP Enterprise Administrator - requires 70-640, 70-643, 70-642, 70-680, and 70-647
MCITP Server Administrator - Requires 70-640, 70-642, 70-646
Or if you are having MCSE Certification, then you can try for upgration to MCITP only by three papers i. e. 70-680, 70-649 and 70-646(for Server administrator) and 70-647(for Enterprise Administrator)

No Sir! You don’t need to have MCSE. If you have MCSE, you can update it. Otherwise take all MCITP exams. First you need to select your certification path. Take a look at the following link:
