Live OneCare cannot continue

  I have seen previous attempts to solve the problem that I and others are having with a sudden stoppage of Windows Live OneCare.  It cannot continue. I tried to uninstall.install the app. but my computer did not respond. I even tried to save OneCareCleanup.exe, as suggested but again there no response and the application did not download.
  Is it my computer (HP pavilion, 2gig ram, Vista OS) or is it Microsoft download problem?
  What am I paying for?
