You can use javascript to format the phone number field. Basically you will force the user to enter the phone number using an acceptable format. You will need to account for both format types, (local and international).
If that doesn't work for you, then you can create custom phone fields, one for international and one for local. If you create custom fields, ensure that you update the existing phone field of the Account and Contact record so the phone number is passed
to the CRM Outlook Client during the sync process. You don't have to add the field to the form, just update it with whatever is put in the custom field.
