Visual Studio 2010 Deployment Project and Windows Installer issue

  I have an issue with a Visual Studio 2010 deployment project for a Windows Service which creates an MSI package. The MSI package will install on the development PC, but no where else. I believe I have tracked the issue down to a custom action...but I am not sure if this is a Windows Installer question...or a Visual Studio question...any ideas?
