Your best bet would be contact OneCare support -

Alternatively, I would uninstall OneCare, use the cleanup tool - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=828910&SiteID=2 - and the install OneCare again. OneCare should not be blocking Messenger, but it sounds like it is currently not even working, so a reinstall may resolve it.

Thanks for the advice. I uninstalled using the link and downloaded onecare again. It works fine now. Thank you.
