Activex not working for Office Validation

I have a computer on my domain that won't download new office updates. It only broke recently.
The following updates were not installed:
Security Update for Microsoft Office 2003 (KB951535)
Security Update for Microsoft Office 2007 (KB951550)
Security Update for Microsoft Office Excel 2003 (KB958436)
Update for Microsoft Office Outlook 2003 Junk Email Filter (KB958620)
Security Update for Microsoft Office Word 2003 (KB956357)
Security Update for the 2007 Microsoft Office System (KB956828)
Security Update for the 2007 Microsoft Office System (KB958439)***** Office 2007 is not installed, except for the compatibility pack. *****
I do not know why it is tryying to download updates for 2007 when I dont have it installed.

Both are genuine.

When i go here: http://www.microsoft.com/genuine, Windows will vaildate using ActiveX, but office wont load the ActiveX. I have it set up to always trust and automatically install ActiveX componets signed by microsoft, so I avoid that damn toolbar popup.

Curious I noticed the version of Office submitted is a retail version verses a volume licensing key (VLK). Are all of your systems running retail versions which are ridding on the domain? Usually VLKs are used for large numbers of computers. The problem seems to be with the Active X Controls. Below I have provided steps for you to follow to attempt resolving this issue.
Step 1: OGA Manual ActiveX Installation
Click the Start button, then Click Run
Type: iexplore http://go.microsoft.com/fwlink/?LinkID=58813 then Click OK
You will be prompted to download “OGAControl.cab”
Choose Open
Once this completes, a window will open showing two files. “OGACheckControl.dll” and “LegitCheckControl.inf” Leave this window open for now.
Click the Start button, then Click Run
Once this completes, a window will open showing two files, OGACheckControl.dll and OGAControl.inf. Leave this window open for now.
Click the Start button, then click “Run”
Type: system32, then Click OK
(If you are running Windows XP, you may need to click Show Files to allow access to this system directory.)
Drag the “OGACheckControl.dll” file from the window that was open into the “system32” directory folder. If you are prompted to overwrite a file, choose Yes, to overwrite any existing file. (If you are running Vista, you may be prompted to provide administrator permission to complete the action. If so, Press Continue, and allow it.)
Click the Start button, then Click Run
Type “regsvr32 OGACheckControl.dll”, and then click ‘OK’.
You should see a dialog saying “DllRegisterServer in OGACheckControl.dll succeeded.”
After you finish the above steps please restart the computer and try to validate Windows XP again. Here is the link:

oh, and in case i forgot to mention, the 7 downloads that always fail, are all office downloads, and were automatically downloaded to the computer using automatic updates.

The funny thing is that i dont have 2007 installed on this computer, except for that compatibility update, so that might explain it.

I found the manual update files for my updates.
office2003-KB958436-FullFile-ENU.exe - "update successful"
office2003-KB958620-FullFile-ENU.exe - "update successful"
office2003-KB956357-FullFile-ENU.exe - "update successful"
office2007-kb958439-fullfile-x86-glb.exe - "installation complete"
office2007-kb956828-fullfile-x86-glb.exe - "installation complete"
While running the manual update files fixed the problem for the previous updates, it didnt fix the systemic problem.
The remaining 2 updates still fail with microsoft update.
I have downloaded the manual updates for them, and I can install them, but i'm hoping that there is a systemic fix, so that I can install them using Microsoft Update, instead of manually every time there is a new update.
Here are the files i havent installed yet (and would prefer a different fix):
office2003-KB951535-FullFile-ENU.exe
office2007-kb951550-fullfile-x86-glb.exe
I'll check back on this thread later to see if anybody has any ideas on how to fix the root problem of my ActiveX office update not working.
Things i have tried:
Deleting the office update file out of D:\WINDOWS\Downloaded Program Files (it said it was damaged)
Deleting the OGAcheckcontrol.dll file
Used the detect and repair tool in Office 2003
I do not have OGAaddin.dll, and i think that might be an issue.
Cleared temp internet files and history, etc.
Install Windows Script 5.6 ........see below...
Things i have not tried yet:
Deleting authzax.dll
Deleting muweb.dll
After I installed windows script 5.6, I got a new update: "Update for Windows XP (KB951978)" which also failed: Error Code: 0x80070005
I downloaded the manual file, WindowsXP-KB951978-x86-ENU.exe
it also failed, and said "Access is denied".

Curious I noticed the version of Office submitted is a retail version verses a volume licensing key (VLK). Are all of your systems running retail versions which are ridding on the domain? Usually VLKs are used for large numbers of computers. The problem seems to be with the Active X Controls. Below I have provided steps for you to follow to attempt resolving this issue.
Step 1: OGA Manual ActiveX Installation
Click the Start button, then Click Run
Type: iexplore http://go.microsoft.com/fwlink/?LinkID=58813 then Click OK
You will be prompted to download “OGAControl.cab”
Choose Open
Once this completes, a window will open showing two files. “OGACheckControl.dll” and “LegitCheckControl.inf” Leave this window open for now.
Click the Start button, then Click Run
Once this completes, a window will open showing two files, OGACheckControl.dll and OGAControl.inf. Leave this window open for now.
Click the Start button, then click “Run”
Type: system32, then Click OK
(If you are running Windows XP, you may need to click Show Files to allow access to this system directory.)
Drag the “OGACheckControl.dll” file from the window that was open into the “system32” directory folder. If you are prompted to overwrite a file, choose Yes, to overwrite any existing file. (If you are running Vista, you may be prompted to provide administrator permission to complete the action. If so, Press Continue, and allow it.)
Click the Start button, then Click Run
Type “regsvr32 OGACheckControl.dll”, and then click ‘OK’.
You should see a dialog saying “DllRegisterServer in OGACheckControl.dll succeeded.”
After you finish the above steps please restart the computer and try to validate Windows XP again. Here is the link:

Restart the computer and contact the Microsoft Activation Center to re-activate Office should there be problems should you need assistance. The Office Activation Center can be reached at (888) 652-2342 from 8:00 AM to 10:00 PM Pacific Time.
