Is this place a safe place to buy Microsoft products from?

  Hello, one friend of my want to buy a new Windows 7 License and a Windows Server 2012 R2 License and he found this place: http://softicle.com/. Is it safe to buy licenses from them? Do they have any agreement with Microsoft, so it's legal to download products from them, and to buy and use their licenses?

  I was sure only Microsoft sold product keys directly and the only two places you could safely download Microsoft products from was Digital River and direct from Microsoft.

  Any help with this before my friend goes ahead using lots of money on this site?
