Your installation of Windows is from a hacked copy of a Dell recovery disk - not from Hewlett-Packard.It has been enabled by a Loader program. For what version and edition of Windows is your machine licensed, according to the COA Sticker on the case?

...I also now realise that the Key you are using for this install is a non-valid Key, since it's actually one for the RC build (7100) of Win 7, and that would have expired a couple of months ago.

Hello, Jacksonhandy
Because there have been files modified in the system, simply changing to a legitimate key will not solve the problem. You will need to reinstall Windows.

IT Guys should know better than to hand out counterfeit software - you may want to bring it to the notice of your senior system admin, or a company board member. You'll either need to reformat/reinstall with the maker's Vista recovery disks, or purchase and use a version of Win7
