Live OneCare Stopped Working

Question
-
My Live OneCare has just stopped working - do not know why or how to fix. Just get message that states "The windows live onecare is not working or been stopped. To correct this problem try restarting your computer (done that). If this problem persists, contact support (what Support???). I know my subscription will be up for renewal soon but I have not received any notification to do so.
Help appreciated.

This is not due to expiration or renewal, but you may have just updated to version 2.0.

Steve,
I tried everything possible but still had no security, live onecare would not work. I could not take any risks so had to purchase Norton Internet Security. Now I have been notified by Microsoft thanking me for renewing my subscription, which I most certainly did not (and after this fiasco would not purchase live onecare again). To compound this they have taken £37.99 from my credit card. They make it virtually impossible to get in contact to discuss this issue. Please can you advise who and how I can contact someone to get my money back for a service that does not work.?

Also happened on my laptop running Vista Business. I paid for the subscription to Live OneCare after the trial period expired - had no problems during full trial period, and no problems having paid for subscription for about two weeks. Then I decdided to make my laptop a hub computer as directed, and this is where the problem started. My laptop now boots up but Live OneCare does not start. When I try and start it from My Programs, I get the same maessage as in Hodgsds's post above. What's worse is it has disabled Windows Defender also, and disabled IE browser, Outlook mailbox and Control Panel ! Seems as though none Microsoft programs are OK. I'm well pissed-off that a Microsoft security application has managed to disable just Microsoft core applications! And just after paying for it too - so this is not a subscription issue.
Anyone know what's behind this? I know Live OneCare is a new-ish application, but I am not here to pay money to beta test Microsoft applications.

I'm sorry to read that you encountered problems with OneCare not starting.

OneCare will disable Defender. It should not impact any of the other items you have listed, so I suspect that your processor is actually spiking, causing the problems you're encountering with multiple applications. So, in addition the first link regarding required services for 2.0, you should also look at this post regarding PNRP and Network Location Awareness services - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=2707364&SiteID=2

It was the second post that did it for me. After checking the services (two of which weren't even listed on my machine) I downloaded and installed the AntiMalware Repair tool, and it fixed me up just fine. I will note that my error message was the one saying that "Windows Onecare services did not start or were not running, try rebooting" and not the message saying "Urgent - contact customer support". Also, my problem occured right after updating OneCare to 2.0. I tried uninstalling and reinstalling 3 times before figuring this out.Tuesday, January 29, 2008 1:06 AM

This could be due to corrupt .Net Framework 2.0
To repair .Net Framework 2.0 on XP:
Open Control Panel
Select Add or Remove Programs
Locate Microsoft .Net Framework 2.0
Select the entry and when the installer launches, select Repair.
Reboot when it completes.
Alternatively, see this KB article:
http://support.microsoft.com/kb/306160
To remove a corrupt .Net Framework install, use this tool:
http://astebner.sts.winisp.net/Tools/dotnetfx_cleanup_tool.zip
The download of .Net Framework 2.0 can be found here:
To repair .Net Framework 2.0 and 3.0 on Vista, see this blog entry:

I have just encountered exactly the same problem on 2 separate vista laptops. Did you manage to resolve this problem?Sunday, July 11, 2010 9:19 PM

Hey JLandau,
Have you had any success with the above steps?
Normally I would suggest reinstalling .Net Framework on the machine as well as checking that the following services are running:
a. Network Location Awareness
b. Network Store Interface Service
c. Network List Services
d. Terminal Services(you can check services by going to start and typing in services.msc and right click the result above and choose run as administrator)
Also I would suggest checking in the OneCare support log (Change OneCare Settings, Logging, Create Support Log) and look at the bottom Misc. section for connection related errors (most recent at the top of the section) and post anything that you find here.
I hope this helps.
Kevin

Hi there,
I can't do this as a lot of services are disabled and I cannot even access the Windows Services screen because Control Panel is not working along with other MS apps such as Outlook and IE Explorer. When I try to access services.msc nothing happes.
I can access in Safe Mode but it does not allow me to start services or unistall Live One Care.
Any other suggestions?

Why are services dsabled? based on your description, it sure seems like your best bet is to format the PC and reinstall Windows or perform a factory reset following the PC manufacturer's instructions.
What is the actual situation on both of these machines? Are you simply trying to uninstall OneCare?

Hi Steve,
I can't understand why this has happened on 2 separate laptops (Acer and HP) that were both working fine on Friday and now have identically the same issues - Control Panel, IE Explorer, Outlook and other apps not working.
I can only assume that this is a Windows Live OneCare issue as there are other users on our network with Kapsersky Anti-virus and their machines are working fine. I don't want to have to do a factory reset if I can avoid it.
If you can tell me how to unistall Windows Live OneCare in safe mode that would be great as I am unable to do this in normal mode.
Thanks
James

Did you happen to install .Net Framework 4?

Ouch. Okay, we are getting somewhere. Can you open a command prompt or access the Run box? I'm not sure which is needed for the command line switch uninstalls listed in this post: http://blogs.msdn.com/b/astebner/archive/2010/05/12/10011664.aspx
As I understand it, there are two components that need to be removed.
Another option perhaps, is to perform a System Restore to a point before you installed .Net Framework.

I just tried the command for a silent uninstall of the Client Profile and nothing seemed to happen. Should I try in normal mode rather than safe mode?
Also, I don't have the .NET Framework 4 full. Instead I have .NET Framework 3.5 SP1. Do you think I should install version 4?

If you don't have .Net Framework 4.0, then your issue isn't the same, James..Net Framework 3.5 SP1 should be be an issue.
However, if .Net Framework is corrupt, this can be a problem and can cause exactly what you are seeing. Go back to my post from March above. See if you can remove all instance of .Net framework and/or repair .Net Framework. On Vista, OneCare uses .Net Framework 3.0, which is included with the OS. On XP, it uses 2.0. .Net Framework is very confusing in that multiple version can co-exist.
Whatever you do, don't install .Net Framework 4, though, as that is known to cause this problem apparently.

Steve,
Just to clarify, I have .Net Framework 4 Client Profile and .NET Framework 3.5 SP1. Should I still refer to your March post? Both laptops instances of .NET Framework and I cannot uninstall from Control Panel on either. This is getting very frustrating plus do not have a system restore point as I don't know how to do this. This is getting very frustraing and it appears to be a common problem which Microsoft should fix rather than me having to restore.

Okay.
No, don't. Head over to this thread -
http://social.microsoft.com/Forums/en-US/onecaregeneral/thread/d58206f4-d23a-49d2-b1ba-fb36f9bce5c1
I'm going to lock this one down now.
You'll see that you are not alone and the best information I have right now is that .net Framework 4.0 is the culprit. The question then is how does one remove it! I'm awaiting an answer on that as I don't have access to a machine with OneCare to test it out on right now.
