Analysis of 32-bit problems on Windows 7 (64-bit) platform

Dear Windows Tools Professional,
Upon using 32-bit TV software on my Windows 7 (64-bit) Home Edition , Hauppauge (WinTV v7 software using a 950Q tuner- voted as 32-bit and 64-bit compatible with Windows 7) technical support has replied that my using the software has generated a faulty Windows 7 "32-bit TV subsytem". When I run any 32-bit TV software including Hauppauge WinTV v7 (with a 950Q tuner), Windows 7 does not recognize the tuner and I cannot view or record any TV channels. The error generated when I launch the software is displayed as "Failed to Attach Capture Filters (0x80040207)". At the same time, 64-bit TV software is fully functional, for instance, Windows Media Center. I have posted my issue at answers.microsoft.com/forums and experts.windows.com/forums but have not had any solutions.
To date, Hauppauge claimed that the problem should be fixed if I reinstall Windows 7. Since Windows 7 operation (nearly fully-functional), all my installed software, files, and updates would be jeopardized without clear indication that this single issue would be resolved, I am still searching for a method to repair this subsystem of Windows 7 without this drastic operation. Since it has occurred on Hauppauge software, Hauppauge technical support team has suggested that a fix is possible but since they have claimed that it is a Microsoft Windows problem, I fear that the issue will be given very low priority. It has been nearly four months since the start of Hauppauge error.
I ask your response as to the approach I am taking or any suggestions to analyze, debug, and/or repair Windows 7. Links to other forums or sites which would be helpful would be very much appreciated. Thank you for your support. fcZZ.
