How to remove a reserved name of the application in the old account?

My old account (shkred@shkred.ru) is not able to activate it, I created a new account and would like to remove the name of the application INTUIT to use it in a new account (anatoly@shkred.ru).

I would also like to get back the money, buyout was paid to activate old account.
