Licensing - concurrent or per user???

Hi,
If my users want to use external telephone conferencing / external video conferencing - I believe they require OCS Enterprise user cals
Is that one license per user that wants to use this service - or concurrent licenses? I have 50 plus users - any of which could decide they need to host a telephone conference - but realistically - no more then 5 (3?) will ever have an external conference at the same time (we don't have enough lines anyway).

it is per user. Any user that will use Enterprise Voice, Live Meeting, has to have the Enterprise cal.
