Windows 7 windows defender issue

  I am running micrsoft security essentials on a windows 7 64bit system.  I also have windows defender and when attempting to turn it on I have three options, turn off, turn on, and out of date.  When i hit turn on the out of date pops up and will not allow the program to turn on.  What is causing this conflict.  I have tried to download the program and it says it is already installed and won't allow a download.  Why can't I turn the darn thing on?
