Windows Genuine Advantage Notification KB705474 installation fails

I have a few computers where Windows Genuine Advantage Notification KB705474 will not install. I get a message "You do not have permission to update Windows XP". The computer is not a member of a domain. I am logged into the local administrator accout. I have gone to http://www.microsoft.com/genuine and validated both Windows and Office. I have run the Genuine advantage diagnostics at http://www.microsoft.com/Genuine/diag/RunDiags.aspx?displayLang=en and everything passes.
I found one other post in the forums http://forums.microsoft.com/Genuine/ShowPost.aspx?PostID=1600618&SiteID=25 that mentions this same problem but in that case it was resolved.
Where do I go from here?

You may also consider self help options detailed below. Hello Tim,
Were you able to install the update successfully? If not what error messages did you receive? If you are still unable to receive the update via Windows Update, then yes this would be a Windows Update issue.

I have actually downloaded the Windows Genuine Advantage Notification (KB705474) from http://www.microsoft.com/downloads/details.aspx?familyid=f8b8bc77-cfa1-47bd-b325-7a6d3893add8&displaylang=en&tm
Would this still be a problem with Windows Update even though I'm not using Windows Update?
