I am using a registered copy of windows 7, 64 bit, SP1, Professional and I'm having trouble using Help files copied from my old XP computer. I followed the Microsoft Help and Support instructions and down loaded "WinHlp32.exe". During the Windows validation process I get the message " This version of the Windows Genuine Advantage tool is no longer supported. Please download the newest version ....." . HOW DO I DO THIS????

The trick is you MUST use the 32-bit version of IE.
Go to C:\Program Files (x86)\Internet Explorer\iexplore.exe and run it from there.

There is nothing wrong with your Windows. However, the validation tool expected by the download was made for XP and not Windows 7 and is no longer available for download. This is the wrong forum for installing XP help files on Windows 7. Please try the Windows 7 Programs and XP Programs forums for advice.

What do you mean by that? The page: http://www.microsoft.com/en-us/download/details.aspx?id=91 is for downloading 'Windows Help program (WinHlp32.exe) for Windows 7'! Then the validation tool, when you press 'CONTINUE' should work in Windows 7. However, now it is replaced by an ActiveX-version of the validation tool.
