Hi,
It is hard to advise you as I don't know where you are or what your background is but here are my thoughts.
What do you have the most experience with? If you are very good with Windows 7 then I would start with that. If you have lot's of experience with something else then begin with that.
The MCSE/MCSA certifications are being phased out and finish with Windows 2003. The new exams for Windows 7/Windows 2008 on-wards are MCTS (MCP equivilient) and MCITP (MCSE equiv kind of).
If you are doing the exams to aid in a job search then I would start searching your local job market and recruiters for the types of jobs you are interested in and finding out what certifications if any the local market wants or expects for someone at your level.

Hi,
I would consider the Windows 7 MCTS exams for you first - http://www.microsoft.com/learning/en/us/certification/cert-windowsclient.aspx#tab2
You could then consider the MCITP Enteprise Desktop Admin if you want to get into the corporate area. I still think contacting recruiters to ask advice on what is required for jobs you are interested in is a good option as it allows you to make contact and you can know your local market requirements. I am based in Sydney, Australia so I can't suggest what the local NY, USA market wants.

Please change your post to a "Question" as you are asking a question, not starting a discussion.
