I've tried most of the steps online. unregistered and reregistered dll's.
tried the dns fix
and many more.
nothing has worked so far.
I might try just uninstalling ie8 and try to ie7 to see if that works.

Even though you have not told us what the actual issue it (just the error code and the troubleshooting steps you have tried) I am going to guess that you are haing problems installing the ActiveX Controls and I assume it's the WGA ActiveX controls, in particular, that you are having the problems with.
If so, please go to http://microsoft.com/genuine/diag and click the Start Diagnostic. If the page is unable to correct the issues it finds, automatically, it will provide the manual steps, you can follow, to fix the problem.
If you are still unable to install the ActiveX Controls, please create a (no cost) support request at http://support.microsoft.com/gp/contactwga

Correct. and the diagnostic, i've tried that. it stays stuck at checking the active x.
