error message 0002-8007007B

I've been trying to download Live One Care on my 2nd computer. I've ran the appwiz.cpl & got out all the anti virus programs I could find there. I've ran the cleanup installation program. I've got the 0023-80070643 error message. Now I'm getting the error message 0002-8007007B. Any suggestions?

The 0023 error means that a prerequisite security update is missing and failed to install and this is required for OneCare to proceed with installation.
