Ok, you can re-install and re-configure it if you think that is the best approach. If you can provide your configuration details for the incoming, outgoing, deployment and e-mail router service, I can see if there is anything that doesn't look right.
Thank you

Read through this post and check the Incoming and Outgoing Profiles to ensure they are configured correctly. Also check the configuration on the Deployment tab, and check your E-mail Router Service under Services to ensure you are using a Domain login to start the Service.

If you are still having problems, please post your configuration for each of the above.

A colleague and I were troubleshooting the same issue starting with being unable to "load data" in the E-Mail Router Configuration tool. We saw these #23379 and #61346 errors all giving "401 Unauthorized" error messages. The interesting thing was we could authenticate with CRM 100% of the time from any system except on the CRM server itself. After looking at network traces, modifying IIS and CRM settings, reading through all sorts of forum posts what ended up resolving our problem was a knowledge base article titled:
You receive error 401.1 when you browse a Web site that uses Integrated Authentication and is hosted on IIS 5.1 or IIS 6

Hope this helps someone.
