I haven't seen a way to change the bandwidth being used for video calls? Is there any way to control how much bandwidth is used in a given video/audio call? If not could this be added?

In the public documentation available here:

There is an Excel spreadsheet that lists the configurable Group Policy settings. It lists the MaxAudioVideoBitRate registry key that can be set. I believe this is what you are looking for.
