Possible Error with SiteMap ??

  Attempting to import the default solution from a 2011 environment (rollup 15 ) to another 2011 environment (rollup 15) . The target is a crm 4.0 backup that was restored and upgraded to 2011.  Some new entities and enhancements were made to the source 2011 environment and trying to migrate the default customizations from there to the target repeatedly fails.

  There is no error in the log downloaded and the event viewer seems to rerefernce that the site map contains references to entities that are not in the target environment.  These happen to be new entities not yet existing in the target. I can import the site map on its own just fine in the target even though some entities don't yet exist there but yet the default solution import fails every time .  Do not know what to do now.
