creating directory -- problem pls help

  e are using oracle 9.2.0.4.0 and OS windows NT
  
  and we are using toad for coding sql and pl/sql
  
  in toad i written the statement
  create or replace directory xmldir as 'c:/'
  after executing the above statement 'directory created' message is displaying
  but when i go and check in the c drive there is no folder like xmldir
  
  where it is created directory. and how to check?
  pls hlp
