how to dercypt Shift + Del Recovered

  Dear Sir/Mam

  I have developed the project in mvc5 , few days ago some one deleted this by using the Shift +Del Command in window 8.1.   I Recovered this project by Recovery Tool , But the project is recovered in encrypted  form. 

  Please give me solution to how to decrypt the shift+ Del  recovered file.
