"level of access" to team for every user somehow possible?

  In order to keep the idea of using communicator as a server status broadcast message platform.. i need a way to change everyon's level of access setting to "team", this way if they happen to have do not disturb set.. they can still receive important broadcast messages..

   

  is there a way to do this?
