what can i do about a bussiness that does not issue genuine

  there is a bussiness in my home town that is issuing and ussing instore none genuine counterfite copies of windows, also on confronting this to the shop owner he gives out information to change the reg files, i would like to know if microsoft has the ability to fine this person?
