CRM 2013 Accepting/Declining Service Activities Synced to Outlook

  In CRM 2013 when a Service Activity is synced from CRM to the assigned Resource's Outlook Calender, and that Resource accepts or declines the Service Activity (which Outlook permits them to do) the accept/decline notification email generated by Outlook is being sent to the Resource instead of the owner/creator/scheduler of the Service Activity.  Is this correct behavior or have I done something wrong?
