Windows Activation - License Store Contains Inconsistent Data RRS feed

  • Yesterday my Windows VISTA Ultimate laptop was working without any issues. Today I turn on my PC and after several attempts - still cannot login. The error I receive is :

    Windows Activation
    0xC004E002
    License Store Contains Inconsistent Data


    Nothing has changed on my laptop apart from possibly windows update running and downloading updates.

    I cannot log in at all and access my files. I have a valid product/license key which I purchased but cannot :

    -Press CTRL-ALT-DEL (to see task manager)
    -See any start menu
    -Access DOS to run CMD and net start the services recommended in the threads above.


    I use RollbackRX and have successfully managed to restore my system back to 11th August but have lost all changes to my system after this date (Aug 12, 13, 14, 16 and 17 restore points exhibit the same problem which is weird since I managed to log in at these times) - or else I will have to mount all virtual images after this date and restore individual files etc ...  (Rollback RX turns off system restore so its not possible to use SAFE mode and restore to last restore point)


    Is there any way to activate my copy of windows during boot up or via the DVD that I have and thus not loose all my work from Aug 12th until today ?

  • Hello StellaB,

      When you receive the "License Store Contains Inconsistent Data" error window, do you see any options (such as "Learn More" or "Resolve Online")? If so, clicking on the option should launch an Internet Browser.  At that point, I suggest (if you bought Vista seperate from the computer) to re-entering the Product Key that came with the Vista DVD or (if your Vista came pre-installed on that computer) entering the COA SLP key (found on the sticker on the side or bottom of your computer). That should force Vista to re-generate it's Licensing Store data.
    To do this, follow the steps below:

    1) Click the option that opens a Internet Browser.
    2) A Internet Browser should come up, type: %windir%\system32\cmd.exe in the browser address bar
    3) A window with a black background will come up
    4) Type: slui.exe 3 and hit the Enter key
    5) Type in the Product key from the sticker on your computer
    6) Click the Next button.
    7) You will be asked if want to Activate, click ok
    8) It will attempt to Activate by the internet and will return an Invalid Key error (this is ok, continue to step 9)
    9) Return to the window with the black background
    10) Type: slui.exe 4 and hit the Enter key
    11) Select your location in the drop down menu and click the Next button
    12) The next screen provides the number to call to Activate by Phone.

    NOTE: when you call that number, you will first hear an Automated Voice that will try to Activate Vista for you. If the Atomated Voice gives you an option to talk to a Live Activation Rep, select that option. If not, do not enter any numbers. This should force the Automated Voice to transfer you to a Live Activation Rep. Trying to Activate thru the Automated Voice will not work, in your case, only thru the Live Activation Rep will your Activation be successful.


      If there is no Options that will open an internet browser, I would suggest using the RollbackRX to the 11th or you could create a (no cost) support request at http://go.microsoft.com/fwlink/?linkid=52029 and see if they can provide any alternatives.
