Can not open the Internet Shortcuts of the Favourites folder

     My operating system is Windows XP Professional. I have been using the Internet Explorer 8.0.

     I have recently recognised that the Internet Shortcuts that have been stored in the Favourites folder can not be opened: I double click the

   Internet Shortcuts, a Window appears, and shows that it is Connecting, but will never connect to the corresponding web page. I double click

  another Internet Shortcut, a new Window appears, and shows that it is connecting, but with the same result.

     What is the cause of this error? How can I repair it, or fix this problem?
