Can't get option to activate over phone

Hi, I reinstalled Vista on my Toshiba using a disc from a friend since my laptop didn't come with one. I made sure to check Home Premium when installing, but I can't activate now. When I try the online activation, I get error code 0xC004E003. I read another post that said to try 'slui 4' from the start menu for phone activation, but when I try that, it just tells me to re-enter my product key and gives me no phone option when I do. Any help would be appreciated, I just want to get things working again!

Ah – no wonder the OEM_SLP Key won’t work, then.You have a number of choices.....1) order a set of Recovery disks from Toshiba for your machine (cost $20-50)2) purchase a new Full retail license for Win 7 (cost $80+)3) attempt to persuade the MS Activation people that you are a deserving case for the issue of a new Vista Key (cost unknown) – if you want to try this option, use telephone activation, and explain your problem to the operator. *IF* you’re lucky, and they are feeling generous, you may get a new Key.
Click on the Start button
in the Search box, type
SLUI 4
and hit the Enter key
follow the instructions - but when asked which service you require by the telephone ansafone, do NOT reply - this should force an operator to respond, who can deal with you.

I can see no specific reason why it shouldn’t self-activate properly, if indeed it was a Toshiba Recovery disk you used.The Key appears to be right, and there’s no notification of any problems – so let’s try recreating the Licensing Store.Please try the below steps to recreate the Store with the correct data.
1) Open an Internet Browser window.
2) Type: %windir%\system32 into the browser address bar.
3) Find the file CMD.exe
4) Right-Click on CMD.exe and select 'Run as Administrator'
5) Type: net stop slsvc (it may ask you if you are sure, select yes)
6) Type: cd %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareLicensing
7) Type: rename tokens.dat tokens.bar
8) Type: cd %windir%\system32
9) Type: net start slsvc
10) Type: cscript slmgr.vbs -rilc (It may take a long time for this to complete, please be patient)
11) Restart your computer twice.You may be asked to re-enter your Product Key from the COA sticker, and or re-activate. If so, you’ll have to cancel out. for the moment.Go to the Validation site – www.microsoft.com/genuine/validate - and see what that has to say (again, if it wants you to purchase a new license, cancel out)Please post back with a new MGADiag report and your results.
