my one care is not working properly. The antivirus monitor cannot be turned on.

same, i cannot turn on my anti virus, and i never turned it off to begin with, it happened after i ran a tune up
that worked, had to run it twice, once for the firewall and once for the antivirus???
but why would i have to run it twice if its one program that does the same thing?

If you are stating that both the forewall and antivirus will not turn on I suggest uninstalling One Care, running the cleanup tool - http://forums.microsoft.com/WindowsOneCare/ShowPost.aspx?PostID=828910&SiteID=2 then reinstalling One Care.
