Windows Mail: Contact Groups

When my system was supplied by Dell in March 2007, the Contacts Toolbar displayed only Organise, Views & Burn - no buttons for New Contact, New Contact Group, Import or Export. Although at least New Contacts can be found in drop-down menus, I still cannot find Contacts Group feature anywhere - nor could Dell Gold Support after 2 hours of assistance!
