  • Pre-installed (OEM) Windows licenses cannot be moved between motherboards or computers.

Your License looks to me to be retail - but is it an Upgrade license or a full license?

If it's a Full license, then use Operator Activation, and work through that...

    telephone activation (operator calls)

    Click on the Start button

    in the Search box, type

    SLUI   4

    and hit the Enter key

follow the instructions, but when asked which service you require by the telephone ansafone, do NOT reply - this should force an operator to respond, who can deal with you

If it's an Upgrade license, then it's not valid on this machine since Windows 8.1 is not a qualifying license for the Upgrade to Win7 Home Premium
