IE 11 using windows 8.1 page can't be displayed error

When using IE with W8 or W8.1, I keeping getting this message ( this page can't be displayed) frequently on different sites. Why is this message showing up? None of the recommended solutions work, and the fix the problem button never finds anything wrong. Once I get this message I have to leave the site. If I use another computer with W7 with E10, I do not have this issue.
