I'd probably ask over here.

Hardware certification is done by the hardware manufacturers and as far as I know the granularity would be board level, not cpu level. Either case I think intel would have the answers.

in windows server catalog; https://www.windowsservercatalog.com/item.aspx?idItem=46f7c619-656d-ed4c-7ade-bbdfc5198df0&bCatID=1282
I get 2008 (non R2) which equates to vista desktop kernel, so it does not look good for windows 10
