Repair install hangs at 72%. Unsafe to canel - potentially unusable state

  I am attempting to do a repair install - a virus wiped out certain files and now can not load firewall. All solutions to repair firewall failed. The repair install is hanging at 72%. When I try to cancel the install I get message "Set up cannot be canceled at this point. Doing so could leave your computer in a potentally unuseable state." Repair install is Windows 7 Professional. How can I fix my problem?
