I have the same issue others have had. I had a Dell 530S desktop. I upgraded it and built my own, but kept my hard drive. When everything was hooked up, this message, along with the black desktop appeared. The case, which had the other product key on it, by this time, had been tossed. It was four years old, so I'm not even sure the sticker could have been read. I've run the diagnostics tool. The report is as follows:

The Dell OEM Windows Vista license that originally came preinstalled on your Dell computer is only valid with a Dell motherboard. It appears you now have replaced the Dell motherboard with a non-Dell motherboard, thus invalidating the Windows Vista license. Your only solution is to purchase a "Full Version" of Windows 7 (or Windows 8) and perform a "clean install".

You can try changing the Key to the one on your COA sticker - it's then up to MS as to whether they will allow the activation or not.
