Strange characters show up whenever I use an apostrophe or quote marks

  Using Windows Live Mail....  Whenever I type a word using an apostrophe, such as I've, the apostrophe turns into some weird special character.  Having the same problem using quote marks, such as "word". 

  Tried leaving a space between the quote mark and the word, same issue, only now two characters appear. 

  HELP.  Driving us crazy !!
