You've asked how you can sync custom entity records from Outlook to CRM, but I presume you mean from CRM to Outlook?
You can sync records to a local PC by using Microsoft Dynamics CRM 4.0 for Outlook with Offline Access. This client enables you to sync any records to a user's PC and the records will be stored in a local offline database and synced with the server when a network connection is available.
Hope this helps?
