Currently it is designed that user can modify their own job.
As a workaround, admin can specify the job priority to fixed one (say, normal) in job template, and associate user to that job templates. In this case, the user are not allowed to modify his job to other priority.
HPC Users should only be able to modify the jobs submitted by themselves. Is this a problem for your cluster? Suppose you want to block the clients from modifying their jobs via GUI after they submit them? Currently HPC cluster doesn't have such a setting
for cluster admin to block this.
