Plugin Registration tool missing entities in step registration

  Hello, I'm hoping someone can help me, I've written a plugin that I want to register against multiple entity's. However I'm having diffuculties as my plugin registration tool does not seem to find the order entity in the Primary Entity selection box when registering a step. I have registered the plugin and its working fine with the quote and invoice entity's so am unsure why this one is not available or if its called something in plugin registration.
