  Hi! I can't get to the internet. I can't run diagnostics. My Diagnostics Policy service has stopped and I can't get it started. I get 2 error messages, (1) acess denied (2) error 1114 dynamic link library (DLL) initializattion Routine Failed. I try reloading the operating system in repair mode and at the last minutes of completion it says it had trouble with a component and goes into rollback.
  How do I fix this without fomating the hard drive with a fresh instal?
