Shrink Volume? I can see the drive letter in explorer, but not in disk management

I shrunk the volume in a usb hard drive by 60 gig, but and something must of gone wrong. I see the drive letter Q: in explorer pane, but if you try to access it is denied. Disk manager will not see it, and reports the disk as 690 bits rather than 750 bits. Have used other partition software, but that doesen't see it either. Any ideas how to correct this. Partitioning, formating, or changing the drive letter won't work, and unallocated space doesn't show either.
