Your copy is not genuine. You are running an SLP copy of Windows 7.
Windows Product ID Type: 8
Windows License Type: COA SLPSLP copies are only valid when installed by the computer manufacturer at the factory. OEM SLP licenses are self-activating and require specific code in the SLIC table in the BIOS. Your problem is that you are using a "factory installed" version of Windows 7 on a computer built on November 24, 2008, 8 months before Windows 7 released to manufacturers.
You are using the product key from the COA sticker from a different (newer) computer. I assume the SLP copy of Windows is from that computer also. The COA SLP product key is only valid when activating Windows on the original computer.
Dell did not install this copy of Windows 7 and it will not reactivate due to recent enhancements to the Windows Activation Technology software that now detects this form of non-compliance. Dell shipped Vista with your computer. The original COA sticker affixed to your computer was for Vista, not Windows 7. You need to restore the original Vista using Dell recovery media with the original COA product key or purchase a full license retail copy of Windows 7 for this computer. Professional is the best choice in my opinion.
If you recently purchased this computer second-hand or had it in a shop for repairs you need to contact whoever was involved and seek an adjustment.
If you do purchase a retail copy of Windows 7 Professional, avoid all online auction sites, the Amazon Marketplace, and other discount websites when purchasing Windows, Office, Creative Studio, etc. due to heavy counterfeiting. The safe sites are the Microsoft Store, Amazon Corp., and other trustworthy Microsoft Partners.
