Recently rebuilt a <g class="gr_ gr_11 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling" data-gr-id="11" id="11">clients</g> desktop, applied license key and after 30 days they called to report they had a pop-up stating the Windows was not genuine. No way to activate Windows, <g class="gr_ gr_132 gr-alert gr_gramm gr_inline_cards gr_run_anim Grammar only-ins doubleReplace replaceWithoutSep" data-gr-id="132" id="132">output</g> from the WGA tool:

The Product Key here is the OEM_SLP Key valid only when using the manufacturer's Recovery media.
It looks to me as if the machine has been reinstalled with retail media rather than the proper Dell Recovery media - with the result that the necessary connection between the BIOS SLIC table and the licenses in the media are no longer present.
However, there is a possibility that there is merely a software glitch - so try this first...
Recreate the Licensing Store
Go to Start > All Programs > Accessories
Right-Click on Command Prompt and select Run as Administrator - accept the UAC prompt
Run the following commands in the Command Prompt window, using the Enter key at the end of each
net stop sppsvc
(wait until the service has stopped before entering the following lines)
CD %windir%\ServiceProfiles\NetworkService\AppData\Roaming\Microsoft\SoftwareProtectionPlatform
REN tokens.dat tokens.bar
net start sppsvc
slui.exe
After a couple of seconds the Windows Activation dialog will appear.
You may be asked to re-activate and/or re-enter your product key, or Activation may occur automatically.
If you are asked for your Key, use the one on the COA sticker on the machine's case
Reboot and Post back with a new MGADiag report.
(Note: the Line 'CD %win......\SoftwareProtectionPlatform' is all on one line - it may be broken in the Forum listing)

It appeared to activate the clients laptop. Interesting was the fact that the initial activation did not work and I waited a few minutes and using the same key it worked.

You actually changed the installed Product Key to one from a COA sticker - which is strange, because from the BIOS date, this machine was built long after Windows 7 was withdrawn from sale.
It does however appear to be properly activated now.
To clear the only remaining error go to www.microsoft.com/genuine/validate using Internet Explorer to validate the system.
