Settings Won't Change To Turn on Firewall

  When I move the mouse of Windows Live One Care, for the status it says, at risk. When I click on it and I try to change settings to turn firewall on, it says "One Care can not change your settings at this time. Please try again at another time." When I try at a different time it says the same thing. Is there a phone number I can call to get help with this?
