Windows XP Pro COA and reinstallation

Hi,
I bought a lot of HP computers from a government auction. All had their hard drives wiped. Each computer has a COA for XP Pro on the case. I contacted HP to get a restore/reinstallation CD, but they told me they don't have these anymore because they are too old.
My question is : How do I legally reinstall XP Pro on these machines without the OEM CD?
It seems to me that because these computers have a COA, I have already paid for the license( when I purchased them), and shouldn't have to pay for a new license for each one.

Unfortunately, Windows XP is no longer available. You'll need to purchase a modern Windows operating system, such as Microsoft Windows 7 Professional.

You can use an OEM System Builder disk, if you can borrow one (you could also copy the disk once for each computer, and stay within the 'one backup copy' rule)
