Project Server 2010 - PWA, Sharepoint and Timesheets - How to get started

Question
-
Hi there,
I am just getting started with Project Server 2010 - PWA and sharepoint. If someone can point me in the right direction I don't believe what I am hoping to do is too difficult (famous last words) but I am struggling to determine if it is even possible.
Here is what I want to do:
(1) Using PWA - Create a new project and associated sharepoint site. I can do this and everything works great. The goal of the sharepoint site is to store documents for the project in a central location. This all seems to be working great
(2) Using PWA and timesheets - This is where I am having problems. What I would like to do here is to simple have users submit timesheets and keep a running total of the number of hours * resource cost = Total cost spent for a project. I really don't care about adding task to my project/project plan, I was hoping too allow users to enter there time by selecting a project and entering a comment about what they are working on. The total number of hours would be record as spent on that specific project and I would want to access this information somewhere - somehow.
The idea here is that I am using PWA without any real tasks, but want users to submit there timesheets by selecting a project and entering a comment. Is this even possible?
Questions:
(1) Do I need tasks in my project plan in order to enter timesheet information and keep a running total of the cost associated with a given project?
(2) How do I add time enteries into my timesheet with just the project name and comment area? I can only seem to do this if I enter a single blank task into my project plan, assign all uses as resources to the blank task and then I can select enter new task from my timesheet options. If I do this I cannot figure out how to get the total cost spend on the project after a timesheet has been submitted and approved.
I hope this make some sense, but if not please ask me questions as I could really use some help in getting this setup.
Thank you
RB

Hi Michael,
Thank you for your reply, but I am trying to do this without using any real assisted tasks in my project plan as the issue I am facing is the lack of project manager creating meaningful project plans.
Thank you for your advice.

What you are attempting to do is NOT how to use Project Server 2010 properly. You need to create real projects containing tasks and assign your team members to those tasks, and then publish those projects.
If you want to track Timesheet data at only the project level, that is possible, but the Project Server administrator must select an option to set this up. To do this, he/she must complete the following steps:
1. Log into PWA with administrator permissions.
2. Click Server Settings > Timesheet Settings and Defaults.
3. Select the Current Projects option in the Default Timesheet Creation Mode section of the page.
4. Click the Save button.Hope this helps.

Hello Dale,
Thank you for your quick reply! I really appreciate your input on this. You are completely correct about having the project plan with tasks and assigned resources, the issue that I am facing is that from an administrator perspective no one is taking the time to develop proper project plans so I am trying to first get everyone using the system as best I can. Currently there are only about 10 users in the whole system and everyone really does the same work mostly. The future objective will be to get proper plans in place and using the system to it's full potential.
I have already tried your solution above, in which I set the default timesheet option to current projects. The issue that I am facing when doing this is:
(1) If I as the administrator creates the project in PWA then only I can see the project in my timesheets - How can I add others to be able to access the project in there timesheet? Consider creating a blank project using PWA and then giving people access to the blank project in there timesheet, I can't seem to get this to work.
Do you have any suggestion as to how I can resolve this?
Thank you and take care.

Use Build team to add them to the team and then assign the resource to the task.
Publish and wait till it's done.
