Does prefetch cause long splash time?

  I understand that Prefetch does not preload applications at boot time,only the files used during boot will be prefetched,thus changing the default value 3 for EnablePrefetcher will not decrease windows boot time whatsoever. But the irony is after I set the value to 2,which is prefetch  boot only , or simply disable prefetch, the splash time decreases noticeably , so what is really going on during that long splash time?
