emails sent from my server end in junk folder of homail

Hi,
I have a smtp server and i send emails to hotmail, outlook... I have listed the Ip of my server several weeks ago at JMRP & SNDS, i send SPF & DKIM as well. I have a PTR record in place for my server. In my mail header, the IP of the server is visible for sure.
Still all the emails i sent end up in junk.
As i read the page for email senders troubleshooting:
"A new IP can expect to be fully ramped within a couple of weeks or sooner depending on volume, list accuracy and as long as their junk email complaint rates are kept at a minimum."
If i understand well, microsoft favor email servers that send bulk emails rather than transactional emails. I don't understand why. On my side, i only send transactional emails because i have a little web hosting company and that i limit the number of outgoing emails per hour. Consequently, users get angry after me and after microsoft when they send emails from the smtp & when their emails end up in junk folder of hotmail, outlook... Then, i answer that all of that is due to microsoft vague policy.
About the building reputation, it would be great to know how long it takes for an IP to get reputation. For instance it would be great to read something like "if you follow this procedure in 60 days, your emails should be received by our servers" because the wording "couples of weeks" isn't precise.
Because, then, we would know, when we should buy a new IP and how it takes to build a SMTP server before sending emails to microsoft.
There are lots of small transactional email senders all over the world who subscribed to the JMRP, SNDS, send SPF and DKIM, limit their number of outgoing emails, have an anti spam policy in their terms. It is frustrating to see that even by showing our good will, we aren't rewarded for that.
Also, microsoft mentions the return path certification to be accepted by hotmail:
https://mail.live.com/mail/services.aspx#Section2
This certification costs at least $1500 the first year as per 2016. It is extremely expensive for indian web hosting companies, african web hosting companies and many people from all over the world...
