clr.dll error when running CRM 2015 config wizard

I have a user who is running Windows 8.1 on a surface pro 3.
he has office 2013 and had CRM installed. He was having a problem so it was uninstalled. He realized he really needs the app so it was reinstalled. Plenty of reboots, checked for windows updates, reboots again, etc. when running the config wizard it bombs out pretty quickly. here are the details from the Windows Application Event Log:

entering the details above all seems to point me back to the KB article above. I could use some ideas on what to try next.

Well... I posted my question in a CRM forum but have not heard back from anyone yet.
I kept looking at this and what was different about this one user. As usual, this one guy works from home over VPN. (the other users do as well)
I asked him to connect to a different network (ATT iPhone hotspot) and when I connected to him again I was able to get CRM installed and to execute the config wiazard.
- was it the different network? Maybe
- was it that i did another uninstall / install? - Maybe
- was it that I forced gpupdate and rebooted a few more times - not sure.
Issue is resolved. Thanks again for the suggestions.

I see that you have tried to repair the embedded .NET 4.0 on the system. What technique did you use to do that?
I suggest that you use this tool to confirm proper .NET 4.0 configuration on that user's system:

Please run the tool with .NET 4.0 selected, then check the last few lines of the tool log for the test app return code. If the return code = 0, .NET 4.0 is properly installed and configures on that system.
If the return code != 0, the framework is corrupt, and you should refer to this article for procedures to repair embedded .Net Frameworks:

Thanks for the reply.
I ran the tool and it came back clean. I also ran it for 4 Full and for 4.5.2... all came back with return code 0

[10/22/15,08:56:19] Verification succeeded for product .NET Framework 4 Clientdoes that mean that the CLR.dll file is corrupt in some way?

As you've verified the integrity of .NET 4.0 and 4.5.2 on that system, the issue appears to be with something here:
